Regarding this issue, LawNet would like to answer as follows:
On January 25, 2024, the National Assembly Standing Committee issued Resolution 969/NQ-UBTVQH15 guiding the organization of explanation activities at meetings of the Ethnic Council and Committees of the National Assembly.
Sources of information for selecting issues explained at meetings of the Nationalities Council and Committees of the National Assembly include:
(1) Proposing issues to be explained by members of the Nationalities Council, members of National Assembly Committees, and National Assembly delegates.
(2) Information in resolutions and conclusions of the National Assembly Standing Committee on the assignment of organizing explanation activities.
(3) Information from voluntary activities of the National Assembly and from monitoring and survey results of the Nationalities Council and Committees of the National Assembly.
(4) Information compiled from National Assembly deputies' voter contact activities.
(5) General information to serve questioning activities at National Assembly sessions and sessions of the National Assembly Standing Committee.
(6) Information from reports of agencies, organizations, and individuals on the implementation of resolutions and supervision conclusions of the National Assembly, the National Assembly Standing Committee, the Nationalities Council, and National Assembly Committees.
(7) Information from reports of state agencies, political organizations, socio-political organizations, and social organizations on the implementation of policies and laws and resolution of voters' petitions.
(8) Information from mass media, public opinion, research reports, investigations, scientific assessments, or other sources.

Issues presented at meetings of the Nationalities Council and Committees of the National Assembly are selected according to one of the following criteria:
- Specific issues, incidents that occur are topical, urgent, and emerging in real social life; issues that have gained attention from many National Assembly delegates, members of the Council of Ethnic Minorities, members of the Parliamentary Committees, public opinion, voters, and the people, and have demanded clarification and timely resolution to ensure the interests of the State and the lawful rights and interests of organizations and individuals.
- Problems that violate the law or have many limitations and weaknesses are slowly being overcome;
- The issue has been recorded in the resolutions of the National Assembly and the National Assembly Standing Committee on questioning, thematic supervision, or concluding the explained issue, recommending thematic supervision of the Nationalities Council and Committee of the National Assembly, but the implementation is not effective and does not meet the set requirements.

- Chairman of the Ethnic Council, Chairman of the National Assembly Committee preside over the explanation session. In cases of necessity, the Chairman of the Ethnic Council or the Chairman of the National Assembly Committee may authorize the Vice Chairman of the Ethnic Council or the Vice Chairman of the Committee to manage each topic in the explanation session.
- The explanation session is conducted in the following order:
+ State the reason, introduce the chairman and participants in the explanation session;
+ The chairperson raises the issue requiring explanation and the person responsible for the explanation;
+ Members of the Ethnic Council, National Assembly Committees, and participating National Assembly delegates request explanations;
+ The explainer is responsible for explaining the requested issue;
+ Representatives of agencies, organizations, and individuals are invited to attend the explanation session to express their opinions;
+ The chairperson summarizes the content of the explanation session and plans to conclude the issue being explained;
+ The Nationalities Council and the National Assembly Committee consider and approve the conclusion of the problem explained according to the provisions of Article 16 of Resolution 969/NQ-UBTVQH15 of 2024.
- The explanation session must be recorded in minutes and can be audio and video recorded when necessary at the request of the agency in charge of organizing the explanation session.
