1. What is cadre rotation in the Party Inspection branch?

Rotation of cadres in the Party Inspection branch is the assignment, appointment, and introduction of cadres holding leadership and managerial positions at other places in the Party Inspection branch from the central to the district level within a certain period of time for training and retraining according to the requirements, tasks, or planned titles.

2. 05 steps in the process of cadre rotation in the Party Inspection branch in Vietnam

The steps in the process of cadre rotation in the Party Inspection Branch are prescribed as follows:

Step 1. The Central Inspection Committee shall issue a plan for the rotation of cadres in the Party Inspection branch by term and annually.

Step 2. Based on staff rotation needs, Party committees directly under the Central Government review and evaluate the contingent of cadres in the Party Inspection Branch of localities, agencies, and units to develop rotation plans and submit them to the Central Inspection Committee for consideration and policy.

Step 3. The Central Inspection Committee synthesizes proposals from localities and units and conducts a review of standards, criteria, expected locations, titles, and personnel rotation.

Step 4. The Central Inspection Committee shall assume the prime responsibility for discussing with the local party committees and units the list of personnel and titles to rotate.

Step 5. The Central Inspection Committee, the competent authorities according to the decentralization of management staff, directs and organizes the implementation of the next steps, specifically:

- Collect comments and evaluations for the personnel expected to be transferred.

- Send documents to get appraisal opinions from relevant agencies, discuss with the agency of departure and destination the proposed location, title, and expected personnel to be rotated. Organize meetings with officials to grasp the purpose and requirements of rotation; grasp the thoughts and aspirations; and determine the responsibility for the rotation staff.

- Review, decide, and lead the implementation organization (announcing the decision or directing the election and other necessary tasks).

3. Authority and responsibility to rotate cadres in the Party Inspection branch in Vietnam

3.1. Authority to rotate cadres in the Party Inspection branch in Vietnam

Specifically, in Clause 1, Article 6 of Regulation 110-QD/TW of 2023, the authority to rotate cadres in the Party Inspection branch is as follows:

- The Central Inspection Committee shall decide on the rotation of cadres according to its competence; request the relevant committees to consider the decision on the rotation of inspection committee officials and officials of the inspection committee's agencies.

- Committees and standing committees at provincial and district levels shall rotate cadres according to regulations on decentralization of cadre management.

3.2. Responsibility for cadre rotation in the Party Inspection branch in Vietnam

Responsibility for the rotation of cadres in the Party Inspection branch is prescribed as follows:

- The Central Inspection Committee is responsible for formulating plans, organizing the rotation of cadres, and arranging work for post-rotation cadres according to its competence; inspecting and supervising the implementation of staff rotation; and periodically review and summarizing the rotation of cadres in the Party Inspection branch.

- Committees and standing committees at provincial, district, and equivalent levels are responsible for formulating plans, directing and organizing staff rotation on the basis of the Central Inspection Committee's plan; and arranging work for post-rotation cadres according to their competence.

- Provincial and district inspection committees are responsible for advising committees and standing committees to rotate cadres according to their competence.

- The agency of departure is responsible for commenting and evaluating the cadres proposed to be rotated; coordinating with related agencies in management and keeping regular contact with rotating officers; and receiving, arranging, or proposing to arrange work for post-rotation cadres.

- The agency at the destination is responsible for implementing the competent authority's decision on the rotation of cadres; creating favorable conditions for cadres to rotate, train, and develop their capacity; managing staff during the rotation period; and coordinating with relevant agencies to advise and arrange post-rotation cadres.

- Rotating cadres must strictly comply with the assignments of competent authorities, agencies of departure and destination; cultivate, train, and strive to fulfill the assigned tasks well. Subject to inspection, supervision, and reporting on work results periodically or unexpectedly as required.

- The agency advising the organization and staff of the Central Inspection Committee, the Party Committees of provinces, districts and the equivalent shall assume the prime responsibility for, coordinate with relevant agencies to advise the Central Inspection Commission, Party committees and organizations to develop plans; Appraisal, verification and review of personnel rotation; coordinate with relevant agencies to advise, comment, evaluate and arrange cadres before and after rotation.
