05 key tasks on agriculture, farmers, and rural areas in Vietnam by 2030 with a vision to 2045 are specified in Plan 09-KH/TW dated Aug 23, 2022.

The Party Central Committee issued the Plan 09-KH/TW on August 23, 2022, to implement Resolution 19-NQ/TW of the Central Committee on June 16, 2022, on agriculture, farmers, and rural areas to 2030, with a vision to 2045.

The Central Committee of the Party has set out key tasks on agriculture, farmers, and rural areas by 2030, with a vision to 2045 as follows:

(1) Party committees, party organizations, the Vietnam Fatherland Front, and socio-political organizations, based on the content of Resolution 19, should focus on leading, directing research, and concretizing promulgating programs and plans to implement Resolution 19 in accordance with the realities of localities, organizations, agencies, and units.

(2) Developing propaganda and education contents and methods suitable to each audience, ensuring practicality and effectiveness, in diverse and rich forms, in order to raise awareness among cadres, party members, and people, especially leaders, about the importance of Resolution 19.

(3) Timely reviewing, summarizing, reviewing, and amending documents of the Party and State related to agriculture, farmers, and rural areas. Focus on timely institutionalizing the Party's guidelines; perfect the legal system for agriculture, farmers, and rural areas fully, synchronously, uniformly, timely, feasible, stable, public, and transparently.

(4) Stepping up the inspection and supervision of the implementation of Resolution 19 by the Party committees, organizations, agencies, and units; promptly directing and correcting the bad working places.

(5) Focusing on directing the drastic, comprehensive, synchronous, effective, and efficient implementation of Resolution 19; complying with the Party's principles of organization, operation, and leadership methods; strengthening solidarity, promoting democracy;

Continuing to strongly renew thinking and have high political determination with solutions, tasks, an implementation roadmap, and specific responsibility assignments; mobilizing and effectively using all resources; and determining to successfully implement Resolution 19.

Specific tasks for the Central Propaganda Department on agriculture, farmers, and rural areas in Vietnam

According to Plan 09-KH/TW, the Party Central Committee sets out a number of specific tasks for the Central Propaganda Department on agriculture, farmers, and rural areas counting to 2030 with a vision to 2045 as follows:

- Assuming the prime responsibility for, and coordinating with, the Central Economic Commission and relevant agencies in, promulgating the Plan and guiding the dissemination of the contents of Resolution 19 (completed in 2022).

- Assuming the prime responsibility for, and coordinate with the Central Economic Commission and relevant agencies in, promulgating plans and organizing guidance on disseminating implementation results, introducing typical collectives and individuals in the implementation of Resolution 19 (completed in 2024).

- The Central Committee for Internal Affairs shall assume the prime responsibility for, and coordinate with the Party Personnel Committee of the Ministry of Justice and actively supervise the process of formulating policies and laws on agriculture, farmers, and rural areas, ensuring synchronization, consistency, publicity, and transparency; promptly detect and prevent policy corruption, integrate group interests and local interests in the process of formulating policies and laws on agriculture, farmers, and rural areas (implemented from 2022).

- The Central Inspection Committee strengthens inspection and supervision; directs and guides Inspection Committees at all levels to step up inspection and supervision of the implementation of Resolution 19 and policies and laws on agriculture, farmers, and rural areas; promptly detects and strictly handles violations by officials and party members (implemented from 2022).
