Regarding this issue, LawNet would like to answer as follows:

1. What is school violence?

According to Clause 5, Article 2 of Decree 80/2017/ND-CP, school violence includes torture, abuse and beating; physical abuse; verbal abuse, dignity and honor violations; isolation and other actions that damage the physical and mental health of students at the educational institutions or in the independent classes.

2. 05 contents of propaganda against school violence in Vietnam

Specifically, in Clause 1, Article 5 of Circular 38/2019/TT-BLDTBXH, the contents of propaganda against school violence include:

(1) The guidelines and lines of the Party, policies and laws of the State, tradition, and national pride. The contents of education on political thought, sense of law observance, education on a way of loving kindness, tolerance, love, and responsibility towards oneself, family, the social community, and the country.

Individual and collective examples are well implemented in building a safe and healthy educational environment and preventing and combating school violence.

(2) Reflecting the thoughts, aspirations, feelings, and responsibilities of students and students towards a safe, healthy, friendly educational environment and the prevention of school violence or human behavior in social relationships.

(3) Content of knowledge and skills on: the dangers and consequences of school violence; the responsibility to detect, inform, and denounce acts of school violence; measures and skills to prevent school violence;

Intervention skills when school violence occurs in accordance with their own ability; skills to prevent and prevent abuse against individuals, skills to protect themselves in the social environment and on the network environment.

(4) Criticize the deviant, negative, demanding, playful, and hedonistic expressions or acts of violence and gender inequality in vocational education institutions.

(5) Contents aimed at raising awareness for administrators, teachers, employees, and students about: sovereignty of the sea and islands, territorial integrity; fighting against "peaceful evolution", opposing false information claims of hostile forces, political opportunistic elements; and not being provoked or dragged to participate in activities that cause political instability and social safety.

3. What are the forms of propaganda against school violence in Vietnam?

The dissemination of contents on the prevention of school violence shall be carried out in the following forms:

(i) Propaganda in the mass media, the information system of the vocational education institution, and on social networks.

(ii) Through regular class time, conferences, seminars, training, and extracurricular activities.

(iii) Through thematic talks and seminars on culture and society.

(iv) Through cultural, artistic, and sports contests or contests about related fields.

Thus, there are four forms of propaganda against school violence.

4. Responsibilities of the Ministry of Education and Training in preventing and stopping school violence in Vietnam

According to Article 7 of Decree 80/2017/ND-CP, the responsibilities of the Ministry of Education and Training in preventing and stopping school violence in Vietnam include:

- Take charge and cooperate with the ministries, sectors, localities, social-political organizations, related organizations and individuals in maintaining a safe, healthy and friendly education environment, with the aim to prevent and stop school violence in the educational institutions and independent classes under their management.

- Provide guidance on integrating the education contents that describe a safe, healthy and friendly education environment into the education plan of the educational institutions and independent classes under their management, with the aim to prevent and stop school violence.

- Provide guidance on school counseling and school social activities.

- Inspect the implementation of regulations on a safe, healthy and friendly education environment. Such implementation is carried out by the educational institutions and independent classes under their management.
