1. 04 Prohibited acts in performance arts in Vietnam

According to Article 3 of Decree 144/2020/ND-CP, prohibited acts in performance arts in Vietnam include:

- Scheming against the Government of Socialist Republic of Vietnam.

- Distorting history, independence, sovereignty and territorial integrity of the Socialist Republic of Vietnam; infringing national security; denying revolution achievement; offending leaders, national heroes and historical figures; damaging national integrity; offending religions and beliefs; discriminating; violating legal rights and benefits of organizations and individuals.

- Inciting violence, spreading wars of aggression, inciting conflict between ethnic groups and nationals of other countries, impacting diplomatic relationship.

- Employing outfits, languages, sound, visual, movements, media or methods which go against tradition or affect moral, health and psychology of the general public negatively.

2. Rights and responsibilities of organizations and individuals organizing art performances in Vietnam

Rights and responsibilities of organizations and individuals organizing art performances according to Article 4 of Decree 144/2020/ND-CP are as follows:

- Organizations and individuals organizing art performances have the rights to:

+ organize art performances as per the law;

+ receive legal revenues generated from art performances.

- Organizations and individuals organizing art performances have responsibilities to:

+ comply with Article 3 of this Decree and other relevant law provisions;

+ comply with contents that have been declared and approved by competent authorities according to Decree 144/2020/ND-CP;

+ ensure compliance with tradition and culture of activities; ensure suitability for age and gender as per the law; art performances organized for children must comply with regulations and law on child protection;

+ comply with regulations and law on author’s rights and relevant rights;

+ revoke titles and awards awarded to winning organizations and individuals according to Article 18 of Decree 144/2020/ND-CP;

+ refrain from employing performers who are currently suspended from art performances;

+ refrain from using revoked or cancelled titles or awards for cases under Clause 4 Article 20 of Decree 144/2020/ND-CP in art performance;

+ cease or change time, location or plans of art performances at request of competent authorities.

3. Purposes of organizing performance art in Vietnam

Purposes of organizing performance art according to Article 8 of Decree 144/2020/ND-CP is as follows:

- Organizing performance arts serving political missions; performance arts service individual agencies and organizations: announce according to Article 9 of Decree 144/2020/ND-CP.

- Organizing performance arts serving at tourism, recreational, restaurant facilities without selling art performance tickets: announce according to Article 9 of Decree 144/2020/ND-CP.

- Organizing performance arts for purposes other than those specified under Clauses 1 and 2 of this Article: conform to Article 10 of Decree 144/2020/ND-CP.

- Organizing performance arts which are not delivered directly in front of the general public: upload on broadcast and/or television systems and internet environment and uploaders shall be responsible for the upload.
