Vietnam: 50% reduction on citizen identification card issuance fee in the first 6 months of 2021

Recently, the Ministry of Finance of Vietnam has issued theCircular No. 112/2020/TT-BTC on rates of certain charges and fees to assist and resolve difficulties for business and ensuring social security in response to Covid-19 pandemic.

The Circular No. 112/2020/TT-BTC of the Ministry of Finance of Vietnam has reduced several charges and fees in several fields until the end of June 30, 2021, to be particular, the fee for issuance of citizens identity card shall be 50% of the charge rates specified in Article 4 of the Circular No. 59/2019/TT-BTC.  

Therefore, from January 01, 2021 to the the end of June 30, 2021, fees for issuance of citizens identity card are as follows:

- Citizens change from a 9-digit ID card, a 12-digit ID card to a citizen ID card: VND 15.000/citizen ID card (VND 30.000/citizen ID card according to the Circular No. 59/2019/TT-BTC).

- Change the citizen ID card when it is damaged and cannot be used; change information about surname, middle name, first name; identity characteristics; re-determination of gender, hometown; there is an error in the information on the card; when a citizen requests: VND 25.000/citizen ID card (VND 50.000/citizen ID card according to the Circular No. 59/2019/TT-BTC).

- Re-issuance of the citizen ID card when the citizen ID card is lost, Vietnamese nationality is restored according to the provisions of the Law on Vietnamese nationality: VND 35.000/citizen ID card (VND 70.000/citizen ID card according to the Circular No. 59/2019/TT-BTC).

However, cases of being exempted from the citizen identification fee will still comply with the Circular No. 59/2019/TT-BTC of the Ministry of Finance of Vietnam, specifically, the following subjects will be exempted and not required to pay fees:

*** Exemption from fees

- Change the citizen's ID card when the State regulates the change of administrative boundaries;

- Exchange and re-issue citizen ID cards to citizens who are fathers, mothers, spouses and children under 18 years of age of martyrs; war invalids and beneficiaries of policies like war invalids; children under 18 years of age of war invalids and policy beneficiaries like war invalids; sick soldiers; citizens permanently residing in border communes; citizens permanently residing in island districts; ethnic minorities in communes with extremely difficult socio-economic conditions; citizens of poor households as prescribed by law;

- Exchange and re-issue citizen ID cards for citizens under 18 years old, orphans of both parents, without support.

*** Not required to pay fees

- Citizens aged full 14 years or older shall carry out procedures for issuance of citizen ID cards for the first time according to the provisions of Clause 1, Article 19, and Clause 2, Article 32 of the Law on Citizen Identification of Vietnam;

- Change the citizen ID card according to the provisions of Article 21 and Point a, Clause 3, Article 32 of the Law on Citizen Identification of Vietnam;

- Change the citizen ID card when there is an error in the information on the citizen ID card due to the fault of the citizen identification management agency.

The Circular No. 112/2020/TT-BTC of the Ministry of Finance of Vietnam takes effect from January 01, 2021 to June 30, 2021.
