The Ministry of Finance of Vietnam has just drafted a Circular stipulating the rates, collection policies, and payment of fees in the construction sector (Draft Circular) for organizations and individuals granted practicing certificates as architects, engineers engaged in construction activities; construction supervision certificates; practicing certificates for individuals engaged in construction activities; and construction operation permits for foreign contractors.
Draft Circular stipulates that the fee for the first-time issuance of practicing certificates for organizations and individuals in Vietnam is twice the fee for re-issuance or supplementary issuance. To be specific:

For foreign contractors in Vietnam, the fee for issuing a construction activity permit is 2,000,000 VND/permit.
The fees for issuing practicing certificates for architects, construction engineers; certificates for construction supervision; practicing certificates for individual construction activities; and construction activity permits for foreign contractors shall be collected in Vietnamese Dong (VND).
The Draft Circular clearly states that all revenue from the fees for issuing practicing certificates for architects, construction engineers; certificates for construction supervision; practicing certificates for individual construction activities; and construction activity permits for foreign contractors belongs to the state budget. Therefore, the fee-collecting agency must remit 100% of the total collected fee amount to the state budget according to the current State Budget Index. The expenses for collecting fees shall be allocated by the state budget in the spending estimates of the collecting agency according to policies, and current state budget expenditure norms as prescribed by law.
The Circular is expected to be effective from January 01, 2017, and will repeal Circular 33/2012/TT-BTC.
