This is the content mentioned in the Draft Circular providing guidance on collection, payment, management, and use of authentication fees issued by the Vietnam Minister of Finance.
According to the Draft, organizations and individuals requesting certification of true copies from the originals, signature authentication at notary bureaus and notary offices; organizations and individuals requesting certification of true copies from the originals, signature authentication, authentication of contracts and transactions at the People's Committees of communes, wards, towns, and Justice Divisions of the People's Committees of districts, townships, provincial cities must pay authentication fees in Vietnam.
Individuals and households applying for loans granted by credit institutions to serve agricultural and rural development according to the regulations in Decree 55/2015/ND-CP are not required to pay authentication fees for mortgage contracts.

Thus, the proposed fee rates for authentication of signatures and contracts have increased compared to the current rates.
At the same time, the fee collector only has to rebmit 50% of the collected fees to the state budget. The remaining 50% is used to cover the expenses as regulated in the guiding Decree of the Law on Fees and Charges. According to current regulations, the fee collector remits 100% of the total collected fees to the state budget.
