Fees for registration, issuance of car and motorcycle license plates in Vietnam from January 01, 2017

The Ministry of Finance of Vietnam is currently drafting a Circular stipulating the levels of collection, collection policies, payment, and management of registration fees and vehicle license plate issuance.

The collection of registration fees and issuance of license plates for cars and motorcycles according to the draft circular is implemented by region. To be specific:

- Region I includes Hanoi City and Ho Chi Minh City;

- Region II includes centrally governed cities (excluding Hanoi City and Ho Chi Minh City), provincially governed cities, and district-level towns;

- Region III comprises areas other than Region I and Region II mentioned above.

According to Section I of this Fee Schedule, the People's Councils of Hanoi City and Ho Chi Minh City shall issue specific fee rates suitable to the actual conditions in their localities. Organizations and individuals currently in any area shall pay registration fees and issuance fees for transportation vehicles according to the regulated rates corresponding to that area; if an organization, it shall pay the fees according to the address of its headquarters recorded in its business registration; if an individual, it shall pay the fees according to the address of their permanent residence registration.

For cars utilized by the police for security purposes registered in Hanoi City and cars registered at the Traffic Police Department, the minimum fee rates in Section I of this Fee Schedule shall apply.

Exemptions from Fees

- Diplomatic representative agencies, consular offices, and representative agencies of international organizations within the United Nations system.

- Diplomatic officers, consular public employees, technical administrative staff of diplomatic representative agencies and consular offices of foreign countries, members of international organizations within the United Nations system and their family members who are not Vietnamese citizens or not residing in Vietnam shall be granted diplomatic or public service identity cards by the Ministry of Foreign Affairs of Vietnam or a local foreign affairs agency authorized by the Ministry of Foreign Affairs.

In these cases, when registering vehicles, the registrant must present a diplomatic identity card (red) or public service identity card (yellow) as prescribed by the Ministry of Foreign Affairs.

- Other foreign organizations and individuals (inter-governmental international organizations' representative offices outside the United Nations system, non-governmental organization representative offices, international organization delegations, members of other agencies and organizations) not subject to the provisions in clauses 1 and 2 of this Article, but exempted from registration and license plate fees according to international treaties to which Vietnam is a signatory or participant. In these cases, organizations and individuals must provide the registration body with:

- A fee exemption request for registration papers and license plates, signed, stating full name and official seal (if an organization).

- A copy of the agreement or memorandum between the Government of Vietnam and the foreign government in Vietnamese (certified by a State notary or signed, full name and sealed by the program or project owner).

In case the draft is approved, this Circular shall be effective from January 1, 2017, and replace Circular 127/2013/TT-BTC and Circular 53/2015/TT-BTC.
