The Ministry of Finance has just issued Circular 84/2019/TT-BTC specifying the content and levels of expenditure for activities supporting victims, and the content and expenditure levels of support policies for victims as stipulated in Decree 09/2013/ND-CP, which provides detailed regulations for the implementation of certain articles of the Law on Prevention and Combat of Human Trafficking.
Translation:
Victims of human trafficking who are residing in support facilities without having health insurance cards will be issued health insurance cards free of charge according to the legal regulations on health insurance.
Additionally, victims will be provided with necessary medication costs according to actual needs (formerly 50,000 VND per victim) if during their stay at the facility there is no health insurance examination and treatment contract.
In the case where a victim becomes seriously ill and needs to be transferred to a medical facility for treatment, the payment of medical examination and treatment costs at the medical facility will be carried out according to the legal regulations on health insurance (formerly, this cost would have been borne by the victim or their family).
