This is the content of Decision 147-QD/TW dated May 14, 2024, on the Typical Working Regulations of the Party Committee at the Superior Level in State-Owned Enterprises.

Working Regime of the Party Committee, Standing Committee, and Permanent Party Committee at Higher Levels in State Enterprises

According to the Model Working Regulations of the higher-level Party Committee in state enterprises issued with Decision 147-QD/TW dated May 14, 2024, the working policies of the Party Committee, Standing Committee, and Permanent Party Committee at higher levels in state enterprises are as follows:

- The Party Committee holds regular meetings every three months or extraordinary meetings when necessary. The Standing Committee of the Party Committee meets regularly once a month or extraordinarily when needed. The meetings of the Party Committee and the Standing Committee of the Party Committee require the attendance of at least two-thirds of the summoned members.

+ The Permanent Party Committee meets regularly every 2 weeks and holds extraordinary meetings as needed to promptly address tasks.

+ Members of the Party Committee’s Inspection Committee who are not members of the Executive Committee are invited to attend the Party Committee’s meetings (except for exclusive meeting content). Depending on the content, the Standing Committee may invite leaders of subordinate units, who are not members of the Executive Committee, to attend the meetings to report and absorb related content.

- The Standing Committee and the Permanent Party Committee are responsible for preparing the Party Committee's meetings and the Standing Committee's meetings; clearly defining the purpose, requirements, content, scope, and composition of each meeting. For unexpected issues not included in the meeting agenda, if deemed important and urgent, the presiding unit shall report to the Permanent Party Committee or the Standing Committee of the Party Committee for consideration and decision.

- The units assigned to prepare must send the materials for the meeting to the Party Committee's office at least... days before the meeting for verification; the Party Committee's office sends invitations and meeting materials to members... working days before the Party Committee's meeting and ... working days before the Standing Committee’s meeting (except in the case of extraordinary meetings).

- All meetings of the Executive Committee, Standing Committee, and Permanent Party Committee must record minutes, have specific conclusions, and issue resolutions.

- Depending on the meeting content, the Party Committee and the Standing Committee of the Party Committee invite representatives from relevant agencies and organizations to attend. Meetings concerning Party building work, organizational work, and personnel work must invite representatives from the advisory and assisting agencies of the higher-level Party committee to attend.
