Working principles of the Council for selecting film production projects using the state budget in Vietnam

On December 5, 2023, the Minister of Culture, Sports and Tourism of Vietnam issued Circular 15/2023/TT-BVHTTDL on the organization and operations of the Council for selecting film production projects using the State budget.

Working principles of the Council for selecting film production projects using the state budget in Vietnam

- The Council works according to collective principles, democratic and public discussion, and decisions by majority;

- Council members have the right to reserve personal opinions but must comply with the Council's conclusions;

- Council members and the Council Secretary keep information and content related to film production projects, discussions, and conclusions of the Council confidential;

- Council members and Council Secretary directly related to the film production project being considered for selection will not participate in the Council for that film production project;

- Council members work on a part-time basis and are entitled to remuneration for participating in the Council according to regulations.

Working methods of the Council for selecting film production projects using the state budget in Vietnam

- The Council holds a meeting after the Council's Assisting Team completes the Report on reviewing the film production project dossier according to Form No. 01 in the Appendix attached to Circular 15/2023/TT-BVHTTDL;

- The Council meets when at least 2/3 of the total Council members attend;

- If necessary, the Chairman of the Council invites representatives of cinema establishments with selected film scripts and project management agencies to participate in the Council meeting;

- Council members attending the meeting record their opinions using an appraisal form according to Form No. 2 in the Appendix issued with Circular 15/2023/TT-BVHTTDL and send it to the Council Secretary for synthesis and reporting at the meeting;

- The Council's conclusions must be agreed upon by more than 50% of the total number of Council members attending the meeting, as shown in the Council meeting minutes according to Form No. 3 in the Appendix issued together with Circular 15/2023/TT-BVHTTDL. If the voting percentage is 50–50% of the number of Council members attending the meeting, the Council's conclusions will follow the voted opinion of the Council Chairman.

The Council may use the seal and facilities of the standing agency to serve the Council's activities in accordance with the provisions of the law.
