On April 2, 2024, the Government of Vietnam promulgated Decree 35/2024/ND-CP stipulating the consideration for awarding the titles of People's Teacher and Teacher of Merit in Vietnam
Teachers, educational administrators, and educational researchers considered for the titles of People's Teacher and Teacher of Merit include:
- Teachers and administrators at educational institutions performing care, nurturing, and education tasks (hereinafter referred to collectively as nurturing and teaching), teaching at educational institutions in accordance with the Law on Education 2019;
- Administrators carrying out management duties at educational management agencies as prescribed by law (hereinafter referred to collectively as administrators at educational management agencies);
- Educational researchers engaged in research related to educational science and training, vocational education;
- Teachers and administrators at educational institutions, administrators at educational management agencies, educational researchers who have retired according to social insurance benefits between two adjacent awarding periods up to the awarding year;
- Retired teachers, administrators at educational institutions, administrators at educational management agencies, educational researchers who continue to be full-time teachers, lecturers, core administrators at private and non-public educational institutions.
Additionally, individuals awarded these titles are entitled to the following rights and obligations:
- Individuals awarded the titles of “People's Teacher” and “Teacher of Merit” receive a Badge, Certificate from the President, monetary rewards, and benefits in accordance with legal provisions.
- They have the obligation to preserve the awarded items.
- They must continue to uphold moral qualities, continuously improve their knowledge and teaching skills, engage in specialized activities, and serve as exemplary figures for students and colleagues to follow.
