Conditions for the promotion of professional titles in the sports and physical training sector effective from August 1, 2024 in Vietnam

Specifically, Articles 2, 3, and 4 of Circular 03/2024/TT-BVHTTDL stipulate the conditions for the promotion of professional titles in the sports and physical training sector as follows:

(1) General Conditions:

• The public non-business unit has a demand and a shortage of officials for the professional title being considered for promotion as per the job position requirements approved by the competent authority.

• Officials must meet the standards and conditions specified in points a and b, clause 1, Article 32 of Decree 115/2020/ND-CP on recruitment, use, and management of officials (as amended by clause 16, Article 1 of Decree 85/2023/ND-CP), and the requirements of the job position corresponding to the professional title being considered for promotion as per Circular 10/2023/TT-BVHTTDL; authorized to attend the promotion examination for the professional title.

(2) Specific Conditions:

• Officials eligible for the promotion to the professional title of principal coach (class II), code V.10.01.02, when meeting the conditions specified in Article 2 of Circular 03/2024/TT-BVHTTDL and the following standards and conditions:

  • Currently holding the professional title of coach (class III), code V.10.01.03.

  • Meeting the standards of training, retraining, and the requirements for officials taking the promotion examination for the professional title of principal coach (class II), code V.10.01.02, as stipulated in clauses 2 and 4, Article 5 of Circular 07/2022/TT-BVHTTDL.

• Officials eligible for promotion to the professional title of senior coach (class I), code V.10.01.01, when meeting the conditions specified in Article 2 of Circular 03/2024/TT-BVHTTDL and the following standards and conditions:

  • Currently holding the professional title of principal coach (class II), code V.10.01.02.

  • Meeting the standards of training, retraining, and the requirements for officials taking the promotion examination for the professional title of senior coach (class I), code V.10.01.01, as stipulated in clauses 2 and 4, Article 4 of Circular 07/2022/TT-BVHTTDL.
