Weekly News Highlights: Key Documents in Education and Land Management Sectors

During the past week (from January 30, 2017 – February 04, 2017), Thu Ky Luat has updated several prominent documents in the fields of education and land. To be specific::

  1. New Points in the National High School Exam Regulations in 2017

On January 25, 2017, the Ministry of Education and Training issued Circular 04/2017/TT-BGDDT on the regulations of the national high school exam and the recognition of high school graduation, effective from March 10, 2017, replacing Circular 02/2015/TT-BGDDT and Circular 02/2016/TT-BGDDT.

The regulations for the 2017 national high school exam have several new points, notably the organization of 05 exam subjects, including 03 independent exams (Mathematics, Literature, Foreign Language) and 02 combined exams Natural Sciences and Social Sciences.

To be recognized for high school graduation:

- Candidates under general education must take 4 exam subjects, comprising: 3 independent subjects (Mathematics, Literature, Foreign Language) and 1 elective subject among the 2 combined exams;- Continuing education candidates must take 3 exam subjects, comprising 2 independent subjects (Mathematics, Literature) and 1 elective subject among the 2 combined exams.

Candidates can register for both combined exams; the higher score will be considered for high school graduation.

  1. National High School Exam 2017 from June 22 to June 24

The Ministry of Education and Training decided that the 2017 national high school exam will be held earlier than in previous years. The specific examination dates are as follows:

- Morning of June 21: Examining officials meeting at exam sites;- Afternoon of June 21: Candidates come to the exam room to hear the regulations, exam schedule and make corrections (if any);- Morning of June 22: Candidates take the literature exam;- Afternoon of June 22: Candidates take the mathematics exam;- Morning of June 23: Candidates take the combined natural sciences exam;- Afternoon of June 23: Candidates take the foreign language exam;- Morning of June 24: Candidates take the combined social sciences exam.

  1. Specialized School Students Offered Direct Admission to Pedagogical Universities

This is one of the significant contents of Circular 05/2017/TT-BGDDT on the regulations of regular university and college admissions in the field of teacher education.

According to the admission proposal outlined in the regulations, pedagogical schools can expand direct admission eligibility for students who have graduated from specialized high schools in provinces and cities into suitable majors based on their specialized subjects or winning subjects if they meet the conditions:

- Achieved outstanding academic performance or won first, second, or third prize in provincial or higher-level excellent student competitions during their 03 years of high school;- Other conditions stipulated in the school's admissions proposal.

  1. Adjustment of Various Regulations on Land Levy, Land Rent, Water Surface Rent

On December 26, 2016, the Ministry of Finance issued Circular 332/2016/TT-BTC amending Circular 76/2014/TT-BTC guiding Decree 45/2014/ND-CP on land levy collection and Circular 333/2016/TT-BTC amending Circular 77/2014/TT-BTC guiding Decree 46/2014/ND-CP on land rent and water surface rent collection.

Accordingly:

- Circular 332 adds several regulations related to:- Determination of land levy when the State allocates land with land levy collection;- Handling compensation for land clearance;- Reduction of land levy.- Circular 333 modifies regulations such as:- Determination of the initial auction price for land-use rights lease;- Application of land rent pricing;- Application of land rent and water surface rent exemptions and reductions.

Circular 332/2016/TT-BTC and Circular 333/2016/TT-BTC are effective from February 10, 2016.

Besides these documents, Thu Ky Luat has also updated numerous documents in various fields such as:

  1. Decree 06/2017/ND-CP on the business of betting on horse races, greyhound races, and international football, effective from March 31, 2017;
  2. Circular 06/2017/TT-BTC amending Clause 1 Article 34a of Circular 156/2013/TT-BTC guiding the Law on Tax Administration (as supplemented in Clause 10 Article 2 of Circular 26/2015/TT-BTC), effective from March 6, 2017;
  3. Decision 87/QD-UBCK in 2017 on guidelines for securities margin trading, effective from April 1, 2017.
