From early October 2017, several new policies will come into effect. Notable among these are the documents in the field of Wages and Labor below:
On August 23, 2017, the Ministry of National Defense issued Circular 207/2017/TT-BQP guiding the salary classification for defense workers.
Regulations on the salary classification for defense workers recruited after October 10, 2017, are as follows:
Salary classification, wage group:
- For university level: Classified into Group 1 Type A;- For college level: Classified into Group 2 Type A;- For intermediate level: Classified into Type B;- For elementary level: Classified into Type C.
Salary step classification: Classified into Step 1 according to the corresponding type and wage group mentioned above.
Time for the next salary step increase: Calculated from the month of recruitment of the defense worker.
Circular 207/2017/TT-BQP is effective from October 10, 2017.
This is addressed in Circular 208/2017/TT-BQP guiding the salary transfer for officers, defense workers, public employees (VCQP), non-commissioned officers, and soldiers selected as professional military personnel.
VCQP who have not received seniority allowances beyond the frame before being selected as professional military personnel are transferred by 03 steps:
- Step 1: Based on the type and wage group VCQP is receiving, transfer the salary to the corresponding type and wage group of professional military personnel.
Add the salary coefficient VCQP is receiving plus the higher difference salary coefficient of professional military personnel compared to VCQP.- Step 2: Based on the position, technical specialization title selected in the organizational structure chart to determine the type and wage group in the Professional Military Personnel Salary Table.- Step 3: Based on the salary coefficient result in Step 1, transfer to the step with the salary coefficient equal to or higher than the closest in the type and wage group identified in Step 2.

According to Circular 23/2017/TT-BLDTBXH, the dossier for granting work permits to foreign workers includes declarations and accompanying documents. These guidelines include:
- Accompanying documents in paper form must be converted to electronic documents in portable document format (pdf), document (doc, docx), or joint photographic experts group (jpg), ensuring:- Full reflection of the content of the paper document;- Converted from paper documents to electronic documents.- Documents in paper form that are no longer legally valid mean the electronic documents will also be legally invalid.
Refer to the procedures for issuing work permits to foreign workers in Circular 23/2017/TT-BLDTBXH effective from October 2, 2017.
The Ministry of Finance issued Circular 88/2017/TT-BTC (effective from October 7, 2017) guiding the financial mechanism for implementing the scheme on training and upgrading human resources in science and technology at home and abroad from the state budget (NSNN).
It mentions long-term training and upgrading costs (>6 months) abroad granted to individuals for training and upgrading such as training fees, passport fees, visa, health insurance, etc. Notably, the full subsistence allowance supported by NSNN is as follows:
- USA, Canada, UK, Japan: 1,300 USD/person/month;- Korea, Singapore, Hong Kong: 650 USD/person/month;- Cambodia, Laos: 390 USD/person/month;- Western and Northern European countries: 960 EURO/person/month.
According to Circular 86/2017/TT-BTC (effective from October 1, 2017), pension fund management enterprises are responsible for monthly determining the net asset value of the pension fund and the value of individual pension accounts according to regulations and noting:
- The determination of the net asset value and the value of individual pension accounts must be developed into a Regulation.- This Regulation must be published on the website of the pension fund management enterprise and sent to the supervising bank.- When the pension fund management enterprise incorrectly determines the net asset value of the pension fund and the value of individual pension accounts causing actual losses, they must compensate for the losses.
The degree of compensation is based on the Regulation but not less than 0.75% of the net asset value of the Fund.
