This is the noteworthy content mentioned in Decision 22/2018/QD-TTg on the implementation and establishment of Village Rules and Conventions.
The conventions and charters are documents that stipulate rules of conduct agreed upon and established by the community voluntarily to regulate self-governing social relations within the community.
The establishment of a convention is only carried out when more than 50% of the total number of voters approve it, and it must bear the signature of the Head of the Front Work Committee, the Village Head, or the Head of the Residential Group. Additionally, it must have the official stamp of recognition from the district-level People's Committee (UBND) of the district, urban district, district-level town, city under the province, or city under the central authority.
The content of the conventions and charters must not violate human rights, citizen rights, ensure gender equality, and must not impose fees, charges, fines, or material penalties.
