This is a content of Resolution No. 164/NQ-CP dated October 4, 2023 on the periodic meeting session of the Government of Vietnam in September 2023.

Vietnamese Government to consider reduction in environmental protection tax on gas and oil in October 2023, effective in 2024

According to the Resolution, the Government of Vietnam requests the Ministry of Finance of Vietnam to take charge and cooperate with central and local authorities in urgently completing the report on request for reduction and continuation of the application of environmental tax rates applied to gas, oil, lubricants, and grease prescribed in Resolution No. 30/2022/UBTVQH15 for submission to the Standing Committee of the National Assembly of Vietnam in 2024 and presentation to the Government of Vietnam in October 2023.  

Additionally, the Ministry of Finance of Vietnam shall take charge and cooperate with central and local authorities in:  

- Requesting the National Assembly of Vietnam to continue reducing VAT by 2% in the first 6 months of 2024 and assign the Standing Committee of the National Assembly of Vietnam to take charge of the consideration and decision in the interval between 2 meeting sessions of the National Assembly of Vietnam if the situation of the economy and enterprises still has difficulties and submitting reports to the National Assembly of Vietnam in the nearest meeting session and the Prime Minister of Vietnam before October 7, 2023.

- Actively cooperating with concerned authorities of the National Assembly of Vietnam in providing reports and explanations to the Standing Committee of the National Assembly of Vietnam regarding schemes to use the increased collection of the central government budget 2022 and urgently implementing the schemes upon approval of the Standing Committee of the National Assembly of Vietnam and the National Assembly of Vietnam.

- Conducting study and preparing proposals and reports to submit to the Prime Minister of Vietnam in October 2023 based on the proposals of ministries and central and local authorities on policies of fees and charges to encourage people and enterprises to use online public services (such as collection of 0 VND fees and charges or reduction of 50% of fees and charges when performing online public services to be applied until the end of 2025).
