Vietnam: To unify 03 policies in the Proposal to develop a Law on Water Supply and Drainage

Specifically, the Government basically agrees with 03 policies in the Proposal to develop a Law on Water Supply and Drainage as proposed by the Ministry of Construction, including:

(1) Develop water supply and drainage synchronously, consistently, and effectively according to strategies, planning and plans;

(2) Manage, operate, and exploit water supply and drainage systems;

(3) Ensure resources for water supply and drainage development.

The Government requires that the content and solutions to implement the policy clearly demonstrate the policy of strengthening decentralization and decentralization, ensuring the effectiveness and efficiency of state management of water supply and drainage, promoting the application of science and technology and digital transformation, cutting and simplifying administrative procedures, and ensuring convenience for people and businesses in clean water supply, drainage, and wastewater treatment activities.

Continue to review and clearly define the regulatory scope of the Law project, ensuring the consistency and synchronization of the policies in the Law Development Proposal with the provisions of other relevant laws; in accordance with international treaties to which Vietnam is a member.

Regulations on water supply and drainage planning must be consistent with planning laws. Clearly stipulate the content of state management of water supply and drainage, clean water standards, and regulations; Appropriate management methods for distributed water supply works and household-scale water supply works; unified state management responsibilities of the government; specific responsibilities of the Ministry of Construction, Ministry of Agriculture and Rural Development, Ministry of Health, and relevant ministries and agencies; There are no specific regulations on organizational structure in this Law project.

The content of resource policies needs to be researched to have a mechanism to mobilize social resources for the investment and operation of water supply and drainage works and the control of clean water quality.

At the same time, the Ministry of Construction was assigned to complete the dossier requesting the development of a Law on Water Supply and Sewerage and send it to the Ministry of Justice.

The Ministry of Justice synthesizes the Proposal to develop this Law into the Government's Proposal on the National Assembly's Law and Ordinance Development Program in 2025 according to regulations.
