Vietnam: To issue economic and technical norms to assess the quality of hydro-meteorological documents

On December 30, 2020, the Ministry of Natural Resources and Environment of Vietnam issued Circular 20/2020/TT-BTNMT on the economic - technical norms to assess the quality of surface hydro-meteorological documents.

Vietnam Economic-Technical Norms promulgated together with Vietnam's Circular 20/2020/TT-BTNMT stipulating the components of economic-technical norms for assessing the quality of surface hydrometeorological documents include:

  • The job content includes the main and secondary operations to perform the job step.
  • Labor manpower is defined as the number, composition, and occupational title of employees organized to perform each specific job step based on the nature, complexity, and professional requirements of each major group of work in Vietnam.

  • The labor norm is the direct labor time required to produce a unit of product or perform a step of work. A unit is an individual employee or a group/product unit. One work (shift) is equal to eight hours.

  • Norms for the use of equipment, tools, materials, and energy.
