This is a content of Circular No. 68/2023/TT-BTC dated November 8, 2023 annulling 4 Circulars promulgated by the Minister of Finance of Vietnam concerning financial management in foreign affairs.

Vietnam to annul 4 Circulars concerning financial management in foreign affairs from December 25, 2023 

Circular No. 68/2023/TT-BTC wholly annuls the following 4 Circulars concerning financial management in foreign affairs: 

- Circular No. 42/2011/TT-BTC on the financial management regulation of the Support Fund for activities of foreign affairs for the economy.

Circular No. 42/2011/TT-BTC provides for the financial management of the Support Fund for activities of foreign affairs for the economy, established under Decision No. 195/2003/QD-TTg.

- Circular No. 73/2011/TT-BTC on the financial management regulation of the Fund for Support and Encouragement for Overseas Vietnamese Communities 

Circular No. 73/2011/TT-BTC provides for the financial management of the Fund for Support and Encouragement for Overseas Vietnamese Communities, established and operated under Decision No. 990/QD-TTg dated October 30, 2022 on the establishment of the Fund for Support and Encouragement for Overseas Vietnamese Communities. 

- Circular No. 31/2015/TT-BTC on the estimation, management, use, and statement of funding provided by the state budget to support organizations assigned or authorized by The Ministry of Foreign Affairs of Vietnam to recruit, introduce, and manage Vietnamese employees working for foreign organizations and individuals

Circular No. 31/2015/TT-BTC provides for the estimation, management, use, and statement of funding provided by the state budget to support organizations assigned or authorized by The Ministry of Foreign Affairs to recruit, introduce, and manage Vietnamese employees working for foreign organizations and individuals as prescribed in Points a, b, c, and d Clause 2 Article 2 of Decree No. 75/2014/ND-CP.

- Circular No. 37/2015/TT-BTC on the formulation of cost estimates, management, use, and final settlement of supportive budget from state budget for the management of state-owned houses, lands serving state foreign affairs in a reciprocal manner and in the form of allocation of houses or lands without rent or land levy respectively.

Circular No. 37/2015/TT-BTC provides for the formulation, management, use and final settlement of supportive budget from state budget for management of houses or lands serving state foreign affairs in a reciprocal manner and in the form of allocation of houses or lands without rent or land levy respectively.

Circular No. 68/2023/TT-BTC comes into force as of December 25, 2023.
