On December 8, 2020, the Ministry of National Defense of Vietnam issued Circular 143/2020/TT-BQP guiding the implementation of some articles of Decree 146/2018/ND-CP elaborating measures to implement a number of articles of the Law on Health Insurance for subjects under the management of the Ministry of National Defense.
According to Vietnam's Circular 143/2020/TT-BQP, the group that is supported by the state budget to pay health insurance premiums includes students and civil students in military and cipher academies, schools with the following support levels:
At least 70% of the health insurance premium for students and pupils from near-poor and multidimensionally poor households, as specified in Clauses 1 and 2 of Article 4 of Vietnam's Decree 146/2018/ND-CP;
At least 30% of other students' health insurance premiums.
Note: The rest of the above payment is paid by the students themselves. If students belonging to many subjects are supported by the state budget at the above payment level, they will be entitled to the health insurance payment support level according to the subject with the highest support level.
