January 06, 2023, the Minister of Finance of Vietnam issued Circular 02/2023/TT-BTC amending Circular 18/2016/TT-BTC guiding the implementation of certain provisions of Decree 35/2015/ND-CP on management and use of land for paddy.

The support amount granted to rice farmers in Vietnam shall not be less than 50% of the support amount for the application of new varieties, technical advancements, and new technologies in rice production; support for production linkage and product consumption in Vietnam.

(According to Circular 18/2016/TT-BTC, the support amount granted to rice farmers in Vietnam is specified as follows:

- In the case of direct support for rice farmers applying new varieties, technical advancements, and new technologies in rice production: Apply Article 12, Article 14 of Decree 02/2010/ND-CP.

- In the case of support for production linkage and product consumption as implemented according to Decision 62/2013/QD-TTg dated October 25, 2013).

For the remaining funding, depending on specific conditions, the local People's Committees of various levels shall decide to:

- Analyze the chemical and physical quality of high-yield and high-quality land for wet rice every 10 years to use effectively and apply appropriate improvement measures;

- Improve the quality of land for wet rice;

- Invest in the construction, maintenance, and repair of agricultural and rural infrastructure projects within the commune, prioritizing the investment in transportation and irrigation systems on land for paddy;

- Reclaim and recultivate unused land to become specialized land for wet rice.
