Vietnam: Supplementing the form to send delegations of officials and public employees abroad from February 10, 2020

On December 25, 2019, the Minister of Education and Training of Vietnam issued Circular No. 23/2019/TT-BGDDT on amendments to certain provisions of Regulation on management of overseas business trips of officials and public employees issued together with Circular No. 17/2014/TT-BGDDT dated May 26, 2014 of the Minister of Education and Training.

In addition to the 04 forms to send delegations abroad formerly specified in Circular No. 17/2014/TT-BGDDT, Circular No. 23/2019/TT-BGDDT of the Ministry of Education and Training of Vietnam supplements 01 more form, which is “officials and public employees who attend international conferences, seminars, forums, and negotiations, attend intergovernmental meetings; short-term refresher courses and training; cultural exchange activities, summer camps, sports events, international competitions”.

Circular No. 23/2019/TT-BGDDT also clearly states that for a delegation in this form, the quantity of delegates, duration of work, purpose, contents and work program shall be based on the delegation's plan approved by the heads of competent authorities to ensure the efficiency of the business trip.

Thus, from February 10, 2020, there are totally 05 forms to send delegations abroad.
