Vietnam: Supplementing preschool children eligible for lunch assistance benefit from November 01

Recently, the Government of Vietnam has issued the Decree No. 105/2020/NĐ-CP providing for early childhood education development policies, which were mentioned in Clauses 1 and 2 Article 27 and Clause 2 Article 81 of the Education Law 2019 of Vietnam.

Decree No. 105/2020/NĐ-CP of Vietnam’s Government has supplemented persons eligible for lunch assistance benefit, including:

- Preschool children whose parent is a revolutionary war martyr, Hero of the People’s Armed Forces, war invalid, person entitled to benefits offered to war invalids, or sick soldier; or another type of beneficiary provided for in the Ordinance on benefits offered to people with meritorious services to revolutions (if any);

- The child has a physical disability and is receiving inclusive education;

- The child whose father or mother or caregiver is a worker of an industrial park under labor contract to the enterprise in accordance with regulations.

This Decree has specified that the child meeting the conditions stated above is entitled to VND 160.000 of lunch money each month (higher than current regulation of Decree No. 06/2018/NĐ-CP, which was 10% of the statutory pay rate, equivalent to VND 149.000/child/month). However, for preschool children who are children of workers In industrial zones, the support level may be higher depending on the budget capacity of each locality.

Note: The child may receive this amount for every month in which they are enrolled in school but no more than 9 months/academic year.
