Vietnam: Specialized areas in offices, facilities of public service providers, and private residences of Ambassadors

On December 27, 2024, the Government of Vietnam issued Decree 171/2024/ND-CP amending Decree 166/2017/ND-CP regulating standards, norms, and policies for management and use of public assets of Vietnamese agencies abroad.

The specialized area includes:

- The area designated for foreign affairs activities is used for welcoming international guests, organizing protocol activities, and ceremonial events. Depending on specific conditions, the foreign affairs area may be arranged at the office of the representative mission, at the Ambassador's residence, or simultaneously at both locations;

- Specialized areas not included above consist of: conference rooms, exhibition rooms, sample display rooms, tradition rooms, memorial rooms, and other specialized areas (if any) at the working offices or operational facilities of the Vietnamese agency abroad.

Based on the provisions above, decisions on applying specific standards and norms concerning the specialized area for each Vietnamese agency abroad are made according to Clause 4, Clause 5, Article 26 of the Law on Management and Use of Public Property.

In cases where a seconded department within the representative mission requires the use of the foreign affairs area at the representative mission's office to host international guests, organize protocol activities, or ceremonial events, the head of the representative mission should consider and arrange for the seconded department to use the foreign affairs area as specified, ensuring the correct functionality of the property, security, and safety are maintained. Additionally, a fee may be charged to cover direct operating costs of the asset during usage as per regulations on shared use of public assets stated in the Decree of the Government of Vietnam detailing some provisions of the Law on Management and Use of Public Property.
