Vietnam Social Security is merged into the Ministry of Finance

Regarding the position and function, Vietnam Social Security is a specialized unit under the Ministry of Finance, with the function of implementing social insurance and health insurance policies; organizing the collection and disbursement of unemployment insurance benefits; managing and utilizing state financial funds outside the budget: social insurance, unemployment insurance, health insurance; specialized inspection on the payment of social insurance, unemployment insurance, and health insurance according to the provisions of law. It participates with the competent state authorities in developing, supplementing, and perfecting policies and laws on social insurance, unemployment insurance, health insurance.

Vietnam Social Security has the international transaction name in English as VietNam Social Security, abbreviated as VSS.

Vietnam Social Security has legal status, a seal with the emblem, is allowed to open accounts at commercial banks, the State Treasury, and has its headquarters in Hanoi.

Transitional Provisions of Decision 391

- Vietnam Social Security (after merging into the Ministry of Finance) will continue to perform the duties, powers, and responsibilities currently prescribed by the legal normative documents until such documents are amended, supplemented, or replaced by a competent authority.

- The Director of Vietnam Social Security is responsible for organizing and arranging for the units under and affiliated with Vietnam Social Security to operate according to the new model within a maximum period of 03 months from the effective date of this Decision.

Decision 391/QD-BTC of 2025 takes effect from March 1, 2025. The Director of Vietnam Social Security, based on the provisions in this Decision, shall organize the implementation according to the new model to ensure the completion of the assigned tasks.
