Vietnam: Significant reduction in the appraisal fee for the eligibility of telecommunications activities involving radio stations

Recently, the Ministry of Finance of Vietnam issued Circular 82/2020/TT-BTC regulating the fees, collection, remittance, management, and usage of the appraisal fees for the eligibility of telecommunications activities involving radio stations in telecommunication projects.

Organizations and enterprises authorized by competent authorities to appraise the eligibility of telecommunications activities involving radio stations in telecommunication projects in Vietnam are fee-payers. The appraisal fee from November 06, 2020, is 1,100,000 VND per appraisal (currently 2,500,000 VND per appraisal).

Inspection organizations assigned by the Ministry of Information and Communications of Vietnam to carry out appraisals are responsible for collecting and submitting the appraisal fees for that month into an account opened at the State Bank of Vietnam no later than the 5th of the following month.

Fee collectors are allowed to retain 90% of the total fees collected for management and use in accordance with Article 5 of Decree 120/2016/ND-CP. The remaining amount (10%) must be submitted to the state budget. Fee-collecting organizations shall declare, submit fees monthly, and finalize annually in accordance with the law on tax administration.
