Vietnam: Salary ranking of civil servants specializing in administration from August 1, 2021

On June 11, 2021, the Ministry of Home Affairs of Vietnam issued Circular 02/2021/TT-BNV on codes, professional standards, and salary classification for the ranks of administrative and clerical civil servants.

According to the Circular, the administrative ranks of civil servants in Vietnam apply to Table 2 promulgated together with Decree 204/2004/ND-CP, specifically as follows:

Senior Specialist (code 01.001) applies to the salary scale for civil servants in grade A3, group 1 (A3.1), from the salary coefficient of 6.2 to 8.0.
Master Specialist (code 01.002) applies to the A2 salary scale, group 1 (A2.1), from the salary coefficient of 4.4 to 6.78.
Specialist (code 01.003) applies to the A1 salary scale, from the salary coefficient of 2.34 to 4.98.
Civil Service (code 01.004) applies the A0 salary scale , from the salary coefficient of 2.1 to 4.89.
Employee Class (code 01.005) applies the B salary scale , from the salary coefficient of 1.86 to 4.06.

In case a civil servant of the rank of employee performing the task of driving an agency vehicle does not have an intermediate diploma or higher, Table 4 issued together with Vietnam's Decree 204/2004/ND-CP shall be applied.

Vietnam's Circular 02/2021/TT-BNV takes effect from August 1, 2021 and replaces Vietnam's Circular 11/2014/TT-BNV, Circular 14/2014/TT-BNV, Circular 10/2019/TT- BNV.
