On November 9, 2023, the National Assembly of Vietnam promulgated Resolution No. 103/2023/QH15 on the plan for socio-economic development in 2024.

Vietnam's socio-economic development plan 2024

Main targets of the socio-economic development plan 2024: 

- Gross Domestic Product (GDP) growth rate to reach 6,0 – 6,5%

- GDP per capita to approximately reach 4.700 – 4.730 USD. 

- Proportion of the manufacturing and processing industry in GDP to reach about 24,1 – 24,2%.

- Average Consumer Price Index (CPI) growth rate to reach 4,0 - 4,5%.

- Average growth rate of social labor productivity to reach 4,8 – 5,3%. 

- Proportion of the agricultural workers in the total social workers to reach 26,5%.

- Percentage of trained workers to approximately reach 69%, with 28 - 28,5% of the workers having certificates or diplomas. 

- Urban unemployment percentage to be below 4%. 

- Percentage of poor households (by multidimensional poverty standards) to decrease by more than 1%. 

- Number of doctors per 10.000 people to reach about 13,5 doctors. 

- Number of hospital beds per 10.000 people to reach about 32,5 beds. 

- Percentage of participation in health insurance to reach 94,1% of the population.

- Percentage of communes achieving the new rural standards to reach 80%.

- Percentage of domestic solid waste collection and treatment in urban areas in compliance with standards and regulations to reach 95%. 

- Percentage of industrial zones and processing zones currently in operation with concentrated wastewater treatment systems meeting environmental standards to reach 92%.

Implementation of socio-economic development plan 2024

The National Assembly of Vietnam assigns the Government of Vietnam, local authorities at all levels, the Supreme People's Court of Vietnam, the Supreme People's Procuracy of Vietnam, and the State Audit Office of Vietnam to successfully implement the Resolution based on their assigned functions and tasks.

The Standing Committee of the National Assembly of Vietnam, the Council for Ethnic Affairs, Delegations of the National Assembly of Vietnam, and delegates of the National Assembly of Vietnam shall, within their entitlements and tasks, supervise the implementation of the Resolution. 

The Vietnamese Fatherland Front and its member organizations shall supervise and encourage people of all classes to implement the Resolution. 

The National Assembly of Vietnam calls on compatriots, soldiers in Vietnam, and compatriots living abroad to uphold the spirit of patriotic emulation and solidarity, promote internal strength, overcome difficulties and challenges, adapt to the context and situation of the world in Vietnam flexibly and effectively, support the development and recover, and strive to successfully and comprehensively implement the socio-economic development plan 2024, creating favorable momentum to strive to achieve the highest objectives according to the 5-year socio-economic development plan 2021-2025.
