The Government of Vietnam promulgated Decree 113/2024/ND-CP providing guidance on the Law on Cooperatives 2023, which includes contents of the policies for assistance in human resource development for cooperatives in Vietnam
According to the Decree, policies on support for personnel development are as follows:
- Funding for compiling, developing, and issuing programs and textbooks on collective economy used in institutions of higher education, political theory training, and state management advanced training;
- Funding for developing and implementing domestic and foreign training and advanced training programs in conformity with relevant laws to improve the capacity of officials and public employees performing tasks of collective economy development and members and employees working in artels, cooperatives, and cooperative unions;
- Advanced training programs on specialties concerning knowledge, skills, expertise, and techniques shall be implemented in person or online. The implementation of advanced training under the knowledge framework shall be conformable with the master program on collective economy development;
- Funding for travel, meals, and accommodations for members and employees of artels, cooperatives, and cooperative unions participating in courses of training and advanced training in specialties concerning knowledge, skills, expertise, and techniques in Vietnam;
- Salaries, bonuses, and benefits for employees who graduated from colleges, universities, and postgraduate education working in artels, cooperatives, and cooperative unions;
- Development and implementation of programs on communications to raise awareness and knowledge of management, manufacturing, and business of artels, cooperatives, and cooperative unions in conformity with each sector, field, and area;
- International cooperation in official training in the collective economy under education laws.
Decree No. 113/2024/ND-CP comes into force as of November 1, 2024.
