Vietnam’s official Law on Guard 2024 

Specifically, the Law on amendments to the Law on Guard 2024 provides amendments to several Articles of the Law on Guard 2017.

Article 11a has been added after Article 11 of the Law on Guard 2017 stipulating guard measures applicable to core leaders and superior leaders of the Communist Party of Vietnam, the State of the Socialist Republic of Vietnam, and the Central Committee of the Vietnamese Fatherland Front as follows: 

- Regarding the Secretary General of the CPV Central Committee, the President of Vietnam, the President of the National Assembly of Vietnam, and the Prime Minister of Vietnam:

+ Approach protection;

+ Armed patrol and guard at accommodations, workplaces, and working locations; 

+ Inspection of security and safety at accommodations, workplaces, working locations, utensils, articles, and vehicles; 

+ Testing of food and beverage before use; 

+ Surveys for the grasp of situations for the development and implementation of protection schemes; 

+ Use of cards and badges; 

+ Scientific and technological measures and use of modern technical equipment and devices; 

+ Other professional measures according to the Law on National Security and the Law on People’s Public Security Force. 

- Regarding the former Secretary General of the CPV Central Committee, the President of Vietnam, the former President of the National Assembly of Vietnam, and the former Prime Minister of Vietnam:

+ Approach protection;

+ Armed patrol and guard at accommodations.

- Regarding persons holding permanent titles or positions of Permanent Members of the Secretariat of Vietnam or Members of the Politburo of Vietnam: 

+ Approach protection;

+ Armed patrol and guard at accommodations and workplaces;

+ Surveys for the grasp of situations for the development and implementation of protection schemes in necessary cases; 

+ Use of cards and badges; 

+ Scientific and technological measures and use of modern technical equipment and devices; 

+ Other professional measures according to the Law on National Security and the Law on People’s Public Security Force. 

- Regarding Members of the Secretariat of Vietnam, President of the Central Committee of the Vietnamese Fatherland Front, Chief Justice of the Supreme People’s Court of Vietnam, Director of the Supreme People’s Procuracy of Vietnam, Vice President of Vietnam, Vice President of the National Assembly of Vietnam, and Deputy Prime Minister of Vietnam: 

+ Approach protection;

+ Surveys for the grasp of situations for the development and implementation of protection schemes in necessary cases; 

+ Use of cards and badges; 

+ Scientific and technological measures and use of modern technical equipment and devices; 

+ Other professional measures according to the Law on National Security and the Law on People’s Public Security Force. 

- Intensification of forces, equipment, and measures for protecting guarding subjects during complicated situations of political security, social order, and safety. 

- The Minister of Public Security of Vietnam shall elaborate on guard measures prescribed in this Article
