Vietnam’s new regulations on transport of cargo on railways applied from July, 2018

Recently, the Ministry of Transport of Vietnam has issued Circular No. 22/2018/TT-BGTVT on transport of cargo on national railways and dedicated railways connected to national railways.

The new regulations change in the direction of promoting the freedom of agreement between businesses and transport hirers, specifically as follows:

- The parties can agree on the time limit for carrying cargo to the departure depot;

- If both parties fail to reach an agreement on such time limit, the transport buyer must gather sufficient cargo and carry them to the designated loading point at least 2 hours ahead of the time of wagon provision but not earlier than 12 hours.

Besides, in addition to the two forms of transportation of goods, which are the form of full wagons and retail goods, the law recognizes other forms of transportation prescribed by enterprises.

Concurrently, supplementing the provision that types of cargo that could cause chemical reaction or easily explode must not be loaded onto the same wagon.
