Vietnam’s new guideline on year-end review of CPV members

This is a content of Guidance No. 25-HD/BTCTW dated November 10, 2023 on the annual review, assessment, and classification of the quality of collectives and individuals in the political system promulgated by the Organizing Committee of the CPV Central Committee.

Vietnam’s new guideline on year-end review of CPV members

For the implementation of Regulation No. 124-QD/TW dated October 4, 2023 of the Politburo of the Communist Party of Vietnam on the annual review, assessment, and classification of the quality of collectives and individuals in the political system, the Organizing Committee of the CPV Central Committee has guidelines for several contents, such as guidelines on classification criteria according to Article 12 of Regulation No. 124-QD/TW dated October 4, 2023 as follows:

In Point 4.5 Article 12 of Regulation No. 124-QD/TW dated October 4, 2023, regarding cases where collectives or individuals are disciplined by competent authorities for deficiencies or violations that happened in the previous year or the period before the assessment and classification year or period or collectives or individuals receive intensified disciplinary decisions from competent authorities in the assessment and classification year:

- After the disciplinary decision imposed on the specific collective or individual comes into force, the superior committee shall, based on the disciplinary form or the time of the deficiency or violation prescribed in the disciplinary enforcement decision, re-assess the results of the quality classification at the mentioned period at the “failed task” level; in case collectives or individuals discover their violations or deficiencies and rectify the consequences, it is necessary to carefully consider the content, motivation, nature, severity, consequences, circumstances, and reasons for such violations for appropriate assessment and decision on the re-assessment of the results; and

- Issue decisions on cancellation of the previous classification results and recognition of the new classification results following Form No. 03. Direct concerned authorities to perform the cancellation of contents of emulation and commendation (if any) within their jurisdiction to ensure uniformity and synchronicity with relevant regulations.
