Vietnam’s new Circular on health checkups for military service

On December 6, 2023, the Minister of National Defense of Vietnam promulgated Circular No. 105/2023/TT-BQP on health standards and health checkups for subjects under the management of the Ministry of National Defense of Vietnam.

Vietnam’s new Circular on health checkups for military service 

Circular No. 105/2023/TT-BQP  on health standards and health checkups for subjects under the management of the Ministry of National Defense of Vietnam includes: 

- Standards and classification of health checkups; 

- Health checkups for military service; 

- Management and health inspection of the reserves;  

- Health checkups for military recruitment;

- Health checkups for recruitment to officials; provision of training for reserve commissioned officers called into active military duty; recruitment of professional soldiers and national defense workers and public employees; 

- Responsibilities of authorities, organizations, and individuals regarding health checkups for subjects under the management of the Ministry of National Defense of Vietnam.

Standards of recruitment checkup and health assessment of military pilots, airborne forces, and submarine sailors are not included in the scope of Circular No. 105/2023/TT-BQP.

Health standards, periodic health checkups, and health checkups due to task requirements applicable to commissioned officers, professional soldiers, non-commissioned officers, active duty soldiers, and national defense officials, workers, and public employees shall comply with Circular No. 37/2021/TT-BQP on classification, health checkups, and assignment of health management tasks for soldiers and national defense officials, workers, and public employees. 

Notable new regulations of Circular No. 105/2023/TT-BQP:

- People with astigmatism may be eligible to perform military service;

- Changes to classification standards of nearsightedness and farsightedness in health checkups for military service; etc.

Transitional provision

- Results of health screenings, health checkups, health inspections, and health assessments before the effective date of this Circular shall continue to comply with Joint Circular No. 16/2016/TTLT-BYT-BQP on health checkups for military service. 

- Health screenings, health checkups, health inspections, and health assessments after the effective date of this Circular shall comply with Circular No. 105/2023/TT-BQP
