Vietnam’s National Technical Regulations on Truck Station from July 1, 2024 

According to the Circular, the registration code QCVN 114:2023/BGTVT is promulgated together with Circular No. 47/2023/TT-BGTVT on National Technical Regulations on Truck Station. 

QCVN 114:2023/BGTVT provides for technical requirements that must be complied with in the construction, renovation, upgrade, management, and utilization of truck stations. 

QCVN 114:2023/BGTVT applies to organizations and individuals investing in the construction, renovation, upgrade, management, and utilization of truck stations; agencies, organizations, and individuals involved in the use of services, inspection, and disclosure of truck stations. 

Circular No. 47/2023/TT-BGTVT comes into force as of July 1, 2024. 

Truck stations disclosed before the effective date of Circular No. 47/2023/TT-BGTVT shall have their work items completed under QCVN 114:2023/BGTVT before July 1, 2027. 

Regulations on basic work items of truck stations

Basic work items of a truck station are divided into two groups, including mandatory works and commercial service works. 

- Mandatory works: 

+ Offices and auxiliary works; 

+ Toilet areas; 

+ Green trees and grass; 

+ Roads for entering and exiting the truck station; 

+ Information provision system; 

+ Drainage system; 

+ Firefighting and fire prevention system; 

+ Truck parking lots. 

- Other commercial service works according to the needs of the truck station business unit.

Regulations on information provision systems of truck stations 

A truck station put into operation shall have an information provision system that meets the following requirements: 

- Have a broadcasting system and a fixed instruction information board (or electronic screen). Post up information on fees for services provided at the truck station as per regulation; 

- If the truck station has international transport activities, it shall provide the information prescribed in Point 2.3.8.1 of QCVN 114:2023/BGTVT in at least Vietnamese and English; 

- The broadcasting system shall ensure that everyone in the area of the truck station can clearly hear the broadcasted information; 

- Have a hotline for receiving feedback from customers;
