Vietnam’s Circular 117: Immediately evacuate everyone in the court hearing in case of fire or explosion

Recently, the Ministry of Public Security of Vietnam has issued the Circular No. 117/2020/TT-BCA amending some articles of the Circular No. 13/2016/TT-BCA on the performance of the task of protecting the court hearings of the People's Public Security force.

According to Clause 1 Article 1 of Circular No. 117/2020/TT-BCA amending Article 13 of Circular No. 13/2016/TT-BCA of the Ministry of Public Security of Vietnam on handling fire and explosion situations at court, in case of fire or explosion, officers and soldiers on duty to protect court sessions must coordinate with forces in performing the following tasks:

- Immediately evacuate everyone out of the dangerous area according to the approved plan;

- Take measures, use fire-extinguishing means on the spot to extinguish the fire, immediately notify the police force of fire prevention and fighting and rescue, concurrently report, seek guidance from competent persons;

- First aid to the injured (if any);

- Immediately arrest the person who commits illegal acts and hand them over to the competent force for settlement;

- Coordinate with the local police in zoning and protecting the scene to serve the investigation of the case.
