Vietnam: Rules of origins in the ASEAN Trade in Goods Agreement

The Ministry of Industry and Trade of Vietnam issued Circular No. 22/2016/TT-BCT on implementation of rules of origins in the ASEAN Trade in Goods Agreement (ATIGA).

The following Appendices are promulgated together with Circular No. 22/2016/TT-BCT of the Ministry of Industry and Trade of Vietnam to provide guidance on implementation of Chapter 3 Rules of origins and procedures for issuance and verification of Certificate of Origin on the ATIGA:

1. Appendix I: Rules of origin;

2. Appendix II: Product-specific rules;

3. Appendix III: Substantial transformation criterion for textiles and textile products;

4. Appendix IV: List of ITA products;

5. Appendix V: Principles and guidelines for calculating regional value content;

6. Appendix VI: Guidelines for partial cumulation;

7. Appendix VII: Issuance and verification of Certificates of Origin;

8. Appendix VIII: Certificate of Origin Form D;

9. Appendix IX: Certificate of Origin completion guidance;

10. Appendix X: List of issuing authorities.

Circular No. 22/2016/TT-BCT of the Ministry of Industry and Trade of Vietnam comes into force from November 15, 2016 and abrogates Circular No. 21/2010/TT-BCT and Circular No. 42/2014/TT-BCT.
