the Government of Vietnam issued Decree 43/2024/ND-CP on April 19, 2024 guiding the consideration for awarding the titles of "People's Artisan" and "Artisan of Merit" in the field of handicrafts.
Individuals holding the title of "People's Artisan" or "Artisan of Merit" have the following rights and obligations:
- Receive the Badge, Certificate of Recognition from the President, and bonuses accompanying the title of "People's Artisan" or "Artisan of Merit" as prescribed by law.
- Actively transmit and teach the craft, preserve the craft and awarded artifacts; continually improve craftsmanship and skills.
- Actively participate in activities to protect and promote the value of cultural heritage in the field of handicrafts organized by provinces, cities, ministries, departments, central mass organizations.
- Other rights and obligations as prescribed by law.
In Decree 43/2024/ND-CP, the terms below are understood as follows:
- Handicraft is a traditional craft passed down from generation to generation; the products, artworks created have cultural, artistic, and handmade characteristics; the production, crafting of products or artworks are entirely by hand or the decisive elements of quality and characteristic appearance of the products are still handmade.
- Special handicraft is a craft that is at risk of being lost, has few learners, difficulty in teaching, and has a long training period.
- Handicraft product is a handmade product where cultural and aesthetic functions become more important than ordinary usage functions.
Individuals whose application for consideration for awarding the "People's Artisan" or "Artisan of Merit" title meets the regulations, is submitted to the Department of Industry and Trade before the effective date of Decree 43/2024/ND-CP, and is in the process of consideration according to the regulations in Decree 123/2014/ND-CP on awarding the titles "People's Artisan" and "Artisan of Merit" in the field of handicrafts shall continue to follow Decree 123/2014/ND-CP.
Decree 43/2024/ND-CP takes effect from June 6, 2024, and replaces Decree 123/2014/ND-CP.
