Vietnam: Responsibilities of the organization in charge of implementing local urgent tasks for science and technology

Specifically, Circular 05/2024/TT-BKHCN which amends Circular 17/2015/TT-BKHCN stipulates the responsibilities of the organization in charge of implementing local urgent tasks for science and technology as follows:

- Develop the task Explanation.

- The host organization acts as Party B and signs the contract to implement the locally essential S&T task with agencies and units specified in Clause 1 and Clause 2, Article 6 of Circular 17/2015/TT-BKHCN.

- Perform obligations and responsibilities as per the Contract and the approved task Explanation. Submit written requests to the Ministry of Science and Technology regarding adjustments to the objectives, content, solutions, and implementation progress of the task to align with actual requirements and current regulations.

- Fully implement periodic and extraordinary reporting policies on the progress of task implementation and financial settlement reports to the competent authority.

- Use the task funds in compliance with current legal provisions.

- Be accountable to the Ministry of Science and Technology, the People's Committee of the province or city, and the Department of Science and Technology for the results of the task's content implementation.

- Register and archive the task results according to Decree 11/2014/ND-CP of Vietnam's Government on science and technology information activities and submit a copy of the registration certificate of task results to the People's Committee of the province or city (through the Department of Science and Technology) proposing the task order.

- Transfer research results, guide local organizations and individuals in receiving and applying the task's research results to production and societal life.
