The Minister of the Ministry of Labor, War Invalids and Social Affairs of Vietnam promulgates Circular 26/2022/TT-BLDTBXH dated December 12, 2022, stipulating the codes, standards for professional titles, and salary grading for public employees in charge of social affairs.

New regulations have removed foreign language certificates from the requirements for public employees in charge of social affairs in Vietnam (Senior Social Workers, Social Workers, and Social Affair Assistants).

One of the professional competence standards for public employees in charge of social affairs in Vietnam is having basic informatics and foreign language skills, etc., as required by the job position.

(Currently, Joint Circular 30/2015/TTLT-BLDTBXH-BNV requires informatics and foreign language skills for public employees in charge of social affairs in Vietnam as follows:

- Senior Social Workers:

+ Have a Level 3 foreign language proficiency as prescribed in Circular 01/2014/TT-BGDDT;

+ Meet the basic informatics skill standards as prescribed in Circular 03/2014/TT-BTTTT.

- Social Workers:

+ Have a Level 2 foreign language proficiency;

+ Meet the basic informatics skill standards.

- Social Affair Assistants:

+ Have a Level 1 or higher foreign language proficiency;

+ Meet the basic informatics skill standards.)

Circular 26/2022/TT-BLDTBXH takes effect from January 28, 2023, and replaces Joint Circular 30/2015/TTLT-BLDTBXH-BNV.
