Vietnam: Regulations on the Vietnamese language proficiency test for foreigners

On October 7, 2021, the Ministry of Education and Training of Vietnam has Circular 27/2021/TT-BGDĐT ban implementation of the Regulation on the assessment of Vietnamese language ability according to the Vietnamese Language Competency Framework for foreigners.

According to this Regulation, Vietnamese certificates are issued to candidates who meet the corresponding requirements from level 1 to level 6 of the Vietnamese Language Competency Framework for Foreigners.

About the exam format:

- Listening, reading and writing skills are held on paper or on a computer.

- Speaking skills are organized in the form of a direct speaking test in front of the examiner or a computer-based speaking test.

- For each exam, based on actual conditions, the exam organizer will notify about the format of the paper-based test or the computer-based exam, the live speaking test or the computer-based speaking test for candidates to know before signing up for the exam.

The unit organizing the Vietnamese language proficiency test includes:

- Higher education institutions offering training in Literature, Literature Pedagogy, Vietnamese language and Vietnamese culture;

- Units assigned by competent state agencies the task of training and fostering Vietnamese language for foreigners.
