Vietnam: Regime of collection and payment of public-utility telecommunications service fund with telecommunications enterprises

According to Vietnam's Circular 15/2023/TT-BTC, the planning of collection and payment of contributions to the Vietnam Public-Utility Telecommunication Service Fund (Fund) by 2025 by telecommunications enterprises is guided as follows:

Based on the business situation of the reporting year and the business plan of the plan year, the planning enterprises shall register to make financial contributions to the Fund of the plan year (with quarterly division) to the Fund and the Ministry of Information and Communications. The deadline for submitting the plan is July 31 of each year.

In addition, the planning of collection and payment of contributions to the Fund is carried out as follows:

- On the basis of the annual financial contribution registration plan (with quarterly division) of the enterprises, the Fund shall review and summarize the plans for collecting contributions from the enterprises; and submit it to the Ministry of Information and Communications for approval before September 30 every year.

The plan to collect contributions from enterprises to the Fund must ensure compliance with the provisions of Vietnam's Decision 2269/QD-TTg dated December 31, 2021, and serve as the basis for the Fund to collect contributions from enterprises.

- Based on the decision of the Ministry of Information and Communications on the time to stop collecting contributions from enterprises to the Fund, the Fund shall notify in writing the enterprises for implementation.
