Vietnam prioritizes allocation of land funds, capital, and facilitation for social housing development

The Central Executive Committee of CPV issued Directive 34-CT/TW in 2024 on promoting the leadership of the Communist Party of Vietnam towards the development of social housing in the new situation, in which Vietnam prioritizes allocation of land funds, capital, and facilitation for social housing development.

One of the tasks and solutions set out in this Directive is:

- Implementing planning and allocating independent social housing projects, or within commercial housing projects at locations convenient for transportation, associated with industrial centers, ensuring synchronization of essential technical and social infrastructure.

Vietnam prioritizes the allocation of land funds, capital, and facilitation for social housing development; gives realistic preferential mechanisms and policies that are sufficiently attractive to entice and encourage domestic and foreign economic sectors to invest in, develop social housing, and implement housing support policies for the target groups.

- Developing a diverse range of social housing types and mechanisms, policies for purchasing, renting, and rent-buying social housing, worker dormitories, shelters, student dormitories, and housing for low-income urban populations, armed forces with prices suitable to the affordability of each beneficiary; increasing the ratio of social housing for rent; paying close attention to housing support and homestead land for those with meritorious services to the revolution, the poor, and policy beneficiaries, ensuring consistency with land-use planning and plans, construction planning, and local housing development plans for each phase; flexibly combining the State's support policies with the participation of socio-political organizations, enterprises, and individuals.

Social housing and housing supported by the State under target programs, worker dormitories, ensuring construction quality, architecture, landscape, meeting all standards, regulations, security, safety, fire prevention and fighting, synchronous essential technical and social infrastructure (healthcare, education, culture...).
