Vietnam: Principles of determining the number of deputies to the ward-level People's Council from July 01, 2020

On November 22, 2019, the National Assembly of Vietnam officially approved the Law on amendments to some Articles of the Law on Government Organization and Law on Local Government Organization of Vietnam .

Notably, according to the Law on amendments to some Articles of the Law on Government Organization and Law on Local Government Organization of Vietnam, total delegates of the People’s Council of a ward (composed of delegates elected by the electorate residing in the ward) shall be determined according to the following rules:

- The ward populated by ten thousand inhabitants or less is entitled to elect twenty-one delegates;

- As for the ward populated by more than ten thousand inhabitants, one delegate will be additionally elected for an increase by five thousand inhabitants but the total number of delegates to be elected shall not exceed thirty.

Moreover, according to this Law, the Standing Committee of the ward-level People’s Council shall be composed of the Chairperson, one Vice Chairperson of ward-level People’s Council and members who hold the position as the Heads of committees of the ward-level People's Council. The Vice Chairperson of ward-level People’s Council is the full-time delegate of the People’s Council.
