Vietnam: Principles for motor vehicle inspection services
The Government of Vietnam issued Decree No. 139/2018/ND-CP on requirements for motor vehicle inspection service business.

According to Decree No. 139/2018/ND-CP of Vietnam’s Government, only holders of certificates of eligibility are eligible for providing motor vehicle inspection services.
Concurrently, organizations performing motor vehicle inspection services (hereinafter referred to as “inspection organizations”) shall be legally and financially independent from providers of auto transport services, services of motor vehicle care and repairs. Legally and financial independence shall be interpreted as follows:
- not affiliated to a superior body;
- the provider of auto transport services, services of motor vehicle care and repairs does not hold more than 10% of shares or stakes of the inspection organization.
