Vietnam: Organizational and operational regulation of regional parent universities applicable from June 29, 2020

On May 14, the Ministry of Education and Training of Vietnam issued Circular No. 10/2020/TT-BGDĐT promulgating the organizational and operational regulation of regional parent universities and constituent higher education institutions thereof.

According to the Regulation issued together with Circular No. 10/2020/TT-BGDĐT of the Ministry of Education and Training of Vietnam, each regional parent university may self-decide its admission method(s) and shall take responsibility for its own admission process while acting as the body in charge of the admission process of all of its member units and affiliates. Depending on the society’s demand and resources of the whole regional parent university, the regional parent university shall direct, provide guidelines for, compile and report the admission quota of its member units and affiliates to the Ministry of Education and Training according to regulations.

Moreover, the organizational structure of a regional parent university consists of the following components as provided for in Clause 9 Article 1 of the Law on Amendments to Law on Higher Education (amending Article 15 of the Law on Higher Education):

- Regional parent university council

- Regional parent university director and deputy directors

- Science and training council; and other councils (if any)

- Constituent universities, constituent research institutes (if any); etc.
