Vietnam: New: Review poor households and near-poor households once a year

On July 16 2021, the Prime Minister of Vietnam issued Decision No. 24/2021/QĐ-TTg stipulates the annual review process of poor and near-poor households and the process of identifying households engaged in agriculture, forestry, fishery and salt production with average living standards in the period 2022 - 2025.

According to this Decision, the annual review time for poor households and near-poor households is prescribed as following:

- Periodically once a year: from September 1 to the end of December 14 of the year.

- Annually: once a month, from the 15th of every month.

The method of reviewing poor households and near-poor households is a survey method to collect information of households to estimate income and determine the extent of lack of basic social services of poor and near-poor households, in order to ensure compliance with the poverty line according to Article 3 of Decree 07/2021/ND-CP.

In addition, the time to determine households engaged in agriculture, forestry, fishery and salt production with average living standards is from the 15th of every month.

The method of determining the average living standard of households in agriculture, forestry, forestry, fishery and salt production is the method of determining the household's income in the 12 months prior to the time of review, excluding subsidies from the state budget into household income.

Decision No. 24/2021/QD-TTg takes effect from September 1, 2021.
