New regulations on standards of leading and managerial positions in state administrative agencies in Vietnam

For example, the general standards regarding qualifications are stipulated as follows:

(1) Hold an university diploma or higher, relevant to the sector or field of work as prescribed by the competent authority.

(2) Regarding political theory:

- Hold a bachelor's degree in politics or advanced political theory or advanced political-administrative theory, or have a certificate of equivalent advanced political theory level issued by a competent authority: Applicable to positions and titles specified at points a, b, and c of Clause 1; points a, b, and c of Clause 2; point a of Clause 3, Article 2 of Decree 29/2024/ND-CP;

- Hold an intermediate diploma in political theory or higher, or have a certificate of equivalent intermediate political theory level issued by a competent authority: Applicable to the remaining positions and titles at Clause 1, Clause 2, Clause 3, and positions, titles in Clause 4, Article 2 of Decree 29/2024/ND-CP.

(3) Regarding state management:

- Hold a certificate of retraining in state management knowledge and skills for officials holding the senior official grade and equivalent: Applicable to positions and titles specified at points a and b of Clause 1; points a, b, and c of Clause 2; point a of Clause 3, Article 2 of Decree 29/2024/ND-CP;

- Hold a certificate of retraining in state management knowledge and skills for officials holding the principal official grade and equivalent or higher: Applicable to positions and titles specified at points c and d of Clause 1; point d of Clause 2; point b of Clause 3, Article 2 of Decree 29/2024/ND-CP;

- Holds a certificate of retraining in state management knowledge and skills for officials holding the official grade and equivalent or higher: Applicable to the remaining positions and titles at Clause 1, Clause 2, Clause 3, and positions, titles in Clause 4, Article 2 of Decree 29/2024/ND-CP.

(4) Have a foreign language proficiency suitable for the leading and managerial position as required by the ministries, central authorities, and local authorities where they work, or be able to use a minority language in cases where the job position directly relates to ethnic minorities or the working position is in ethnic minority areas. The determination of foreign language proficiency and the cases with diplomas or certificates determined to be equivalent shall be carried out in accordance with legal regulations.
