Vietnam: New guidelines for local construction unit costs

Recently, the Ministry of Construction of Vietnam promulgated Circular 11/2021/TT-BXD dated August 31, 2021 elaborating several regulations on determination and management of construction investment costs

According to this Circular, Construction unit prices announced by the provincial People's Committee as a basis to determine and manage construction investment costs of construction projects within their remit:

- Prices of building materials that are announced must be in line with market prices, quality standards, origins, capacity and scope of supply of building materials at the announcement date. The announced list of building materials is compiled on the basis of the list of building materials available in the set of norms issued by competent regulatory authorities and the list of building materials available on the market.

- The labor unit price must be consistent with the construction labor price in the local labor market; including salary, salary allowance according to the characteristics of construction production and a number of expenses under the responsibility of employees to pay according to regulations such as social insurance, health insurance, trade union fees, etc.

- The price of machine shift and construction equipment must be suitable to the type, capacity, main technical criteria and characteristics and nature of each type and is determined for a specified working shift (8 hours) of machines and construction equipment.
